Carrie Uva Takes Downey’s Fight to Sacramento

SACRAMENTO, CA – Carrie Uva, local licensed Real Estate Broker and State Director of the California Realtors Association who is running for Downey City Council, traveled to the State Capitol this week to champion the rights of Downey residents during the California Association of REALTORS® Legislative Day. Uva met directly with State Senator Bob Archuleta and Assemblywoman Blanca Pacheco to voice the concerns of homeowners in Downey and throughout the state regarding two critical pieces of legislation: AB 1406 and SB 1238.

"As a candidate for Downey City Council, my priority is ensuring that Sacramento doesn't pass laws that make it harder for our neighbors to thrive," said Carrie Uva. "I traveled to the Capitol specifically to oppose AB 1406, which would double the deposit burden on new homeowners, and to support SB 1238, which finally demands accountability and fiduciary duty from HOA management. Our residents deserve a local government that fights to keep housing accessible and protects the investments they’ve worked a lifetime to build."

Opposing AB 1406: Protecting First-Time Homebuyers

Uva voiced her strong opposition to Assembly Bill 1406, which proposes doubling the allowed deposit on new condominium purchases from 3% to 6%.

"In a city like Downey, where families are already struggling with high interest rates and rising costs, doubling the required deposit creates a massive barrier to the American Dream," said Carrie Uva. "This bill would force local first-time buyers to come up with thousands of extra dollars just to secure a home. My message to Sacramento was clear: we should be making homeownership easier, not more expensive."

Supporting SB 1238: Accountability for Homeowners

Conversely, Uva advocated for Senate Bill 1238, a measure designed to provide transparency and protection for those living in Homeowners Associations (HOAs). The bill establishes a fiduciary duty for HOA managers and prohibits associations from using resident reserve funds to finance litigation against their own members.

"Many Downey residents live in community developments where they pay monthly dues for maintenance and safety," Uva explained. "SB 1238 ensures those funds are used for their intended purpose—like fixing balconies and roofs—rather than being drained by legal fees to sue the very residents who pay into them. It’s about fairness and holding management companies accountable to the people they serve."

A Proactive Leader for District 4

Uva’s direct engagement with state leadership highlights her commitment to representing Downey beyond the city limits. By fostering working relationships with Senator Archuleta and Assemblywoman Pacheco now, she is ensuring that Downey has a seat at the table before state laws are finalized.
